Low graduation statistics.
I thought 45% was really bad, but my heart sank and jaw dropped when I realized they were counting DOWN...

These don't even to appear to be those cities that, technically, are quite small. LA would be the closest to one of those. Sorta like London in the UK: the area commonly called "London" is enormous, but the actual boundaries of the city are only like five blocks square.
Were any of these cities like that, the stats wouldn't be so embarassing to America.
